Att sent the unlock code for my z flip 3 but its not working

I bought this iPhone 11 pro max here in Yemen, and when I tried to put sim inside I found that it’s locked to AT&T so I requested the unlock service and got denied although the phone is clean and has been fully paid.

Took to an ATT service c enter and when the employee realized I wasn't there to buy a new phone, she just told me it couldn't be fixed. I would really like to keep using this little flip. It works for me

Phone is completely paid for, nothing owed on a bill, and they will NOT unlock the IPHONE I bought and paid for.  Has anyone else had this problem with them and if so, any way of fixing this?  Been in the store and online people are absolutely no help at all. Any help would be great.
