Why does ATT have Galaxy S5 feature for car mode inactivated while others use it?

I was trying to get the handsfree SVoice to work properly and I was reading forums about car mode. Everything I have seen says that att is the only carrier with it disabled. I would think in a world where they want us to put down our phones and drive, that they would want that feature to be part of the function of the phone. Any thoughts?

Samsung and AT&T combined Samsung's "hands free" and AT&T "Drive Mode". When you use Drive mode, it activates Samsungs hands free and has music option built in.
Both of my Samsung phones are running 4.4.2 OS and both features are available. I expect the update will block "hands free" and leave only "Drive Mode".

There is no charge for drive mode.

AT&T has the Drive App, which they want you to use. It pretty much disables the phone when you drive.
