visual voicemail on Samsung Galaxy 3 not working

The visual voicemail on my Samsung galaxy 3 was not working, so per instructions on this site, I deleted data for the visual voice mail in the settings area. Now it is asking me to reset the voicemail, but will not accept my password.

We can definitely assist you with resetting your voicemail password. You can Learn how to reset a forgotten voicemail password here, and then create a new password to begin receiving new voicemail messages. Let us know if this helps.

I have a Samsung s3 Galaxy thru AT&T. My voicemail will not let me receive the voicemails. It has two rings and a long pause and then advises that that service isn't available at the moment. I have tried restarting the phone ,turned airplane mode then off and on and about everything else I have found on the Web. Any suggestions ?
