Unlocking Galaxy S7 without sim

Per instructions, I've removed the sim card from Galaxy S7 and followed the instructions in the email.  Won't unlock.  However, when looking at the device unlock instructions in the PDF (not unlock instructions in email), it indicates that you should put the sim from new carrier in the phone.  Don't have a new sim.  Planning on taking phone abroad.  How do I insure that it's unlocked?  Thanks.

I have tried this a few times and only get "emergency calls only" message. Now I'm afraid if I continue it will be permanently locked to AT&T (after 5 attempts) permanently. Help, please.

The number is incorrect it should be...
Enter the following number on your dial paid (including the # sign)
#7465625*638*#

After entering it, it will show you the unlock screen. Then Enter your unlock code AT&T sent you and hit okay. Your phone is then unlocked successfully.

If you recently upgraded and unlocking the old phone just leave in the old unprovisioned SIM card in, it worked fine for me.

The solution post  #7465625*638*CODE# (CODE is the Unlock Code ATT sent you)  Is correct.

#7465625*638*

then code ATT sent

then #

If you have a non ATT sim this method is not required.

It means your phone can’t work on that carrier.  If it were locked it would say ‘sim not supported ‘.

Very few ATT phones can work on Verizon or sprint if that’s what you’re trying to do.

I did get the S7 unlocked. I was getting 2 different sequence recommendations and they were different by one unit. # and *. I finally used the correct sequence and the device unlocked easily.  Thanks.

Funny it shows as the forum was solved from the initial poster but she posts after it stating she was having the same issue !?

Might want to take that solution down since it did not work.  Same solution did not work for me either.  Kinda misleading.

"with no sim card or unprovisioned sim card in"

You cannot send your unlock Code in with the dialer ...as solution states. "#7465625*638*CODE# (CODE is the Unlock Code ATT sent you)"

you will come back with "emergency calls only"

How it Worked for me...

Enter the following number on your dial paid (including the # sign)
#7465625*638*#

After entering it, it will show you the unlock screen. Then Enter your unlock code AT&T sent you and hit okay. Your phone is then unlocked successfully.

This is what worked for me as well.

Turn off phone. Remove sim. Power on phone.

Go to where you would dial a phone number. Enter

#7465625*638*#

Then a new screen will pop up. This screen is where you put in the unlock code AT&T gave you.

It depends on which samsung phone your unlocking...  Nothing more nothing less.  If you noticed 3 posts lower I told the OP to not use the code.

In case anyone is Googling for an answer...

I have a Samsung Galaxy S8+ that was purchased originally on AT&T.  After the contract period was done I requested the unlock code and it was emailed to me very quickly.  The email also said I needed to enter a non-AT&T SIM card (which I did not have yet) in order to enter the unlock code into the phone.  That struck me as odd so I was led here looking for the answer.  What worked for me was going into the dialer and dialing:

#7465625*638*#

I was then presented with a screen that asked for my Network Unlock Code which is the code from the unlock email.  I put that in and tapped submit.  I then got a prompt that said "Unlock Successful" and that was that.  Now the phone is fully unlocked and I could do it without having the new SIM.  EZclap.  Hope this helps someone.
