Unlocking a Saumsung

I tried to unlock a fully paid for, no longer in-use Samsung phone, THREE TIMES unsuccessfully!  Each time, I  thenI didn’t confirm immediately. Each time after 24 hours or more, a email came back to say that I did not confirm. What to do?
