Unlocked Note 9
I purchased a brand new unlocked note 9 off of eBay. It was a T-mobile phone originally, it works fine with att. But it will not software update, when I check for updates it says update is up to date. I know it isn't, I know there is an update.

AT&T cannot provide software updates on a phone that is not theirs. This is t-mo or Samsung problem.

We can definitely provide you more details about Firmware Update Requirements!
As @Lizdance mentioned, to receive software updates, the device must be AT&T-branded and active on the AT&T network.
If the cellphone was purchased or brought over from a different wireless carrier, it won't be able to receive the firmware for the specific device.
