The unlock code provided by AT&T for SAmsung Galaxy s6 does not work.

I have CAREFULLY attempted to unlock Galaxy s 6 (without using another SIM card method) twice.  If unsuccessful 5 attempts, phone is permanently locked to AT&T. IMEI matches what was sent in email. Help is greatly appreciated.
