If I purchase the UNLOCKED version of the S23 Ultra direct from Samsung, will AT&T WiFi Calling, VoLTE and all carrier features work?

We are here to address your Samsung Galaxy S23 purchase inquiry @dlipetz.
We are not able to guarantee that all features will work if you purchase a unlocked Galaxy S23. Please be advised, that when AT&T has Samsung make "Branded AT&T" devices are tailored to our network and carrier specifics to ensure that they run smoothly and seamlessly as possible. When Samsung makes its own "Carrier unlocked" devices, they build them to fit over the broad spectrum of criteria that would make them viable for all carriers.
While unlocked devices are great and will often work perfectly fine on AT&T given they are new and 5G capable, we highly recommend the AT&T branded devices as they're made for our network and have the least probability of any kind of errors running on our network.

I just pre-ordered it and it said $0 down payment and then they charge my card for $99. Why is this?

Do not go with the ATT branded S23 if SMS RCS intercarrier operability is important to you. The ATT S22's RCS features not only did not work with other carriers, but did not even work with other ATT customers with non-S22 phones. ATT said they were going to "fix" this but it seems they never did nor have any desire to do so. There is no reason to not believe the S23 will be the same. Don't give yourself the same headache that many S22 users still have. There's a huge thread on this forum regarding this issue if you search for "RCS not working S22".
An unlocked phone will not have ATT Video Calling, but you will still have Wifi calling, and Hotspot access. Don't fall for it - getting an ATT branded phone means it will be locked to ATT and you'll have to wait at least 60 days to request a carrier unlock, provided you paid for the phone in full.

I currently have an AT&T branded S21 Ultra and use Google Messages. It uses the Jibe RCS servers and I can use RCS inter-carrier without issue. Had no idea this became an issue with the S22, thanks for bringing it up.
Looking forward to my first unlocked phone experience on AT&T.
