Sim locked
hey,
I bought my galaxy s4 used in the U.S. and I thought the sim would be unlocked. Now I am not a resident of the U.S. anymore and I have never had an AT&T card before. I asked for a unlock code but my request got refused. Why did it get refused, why am I not allowed to unlock my phone?

AT&t just changed their unlocking requirements. Prior, it required the phone to be on your account before they would unlock it. They just changed that so that anyone can get an AT&T phone unlocked. But there are some requirements that maybe your phone does not meet.
Unlock Requirements
If it doesn't meet the general requirments, it will not be unlocked. People have been known to sell a phone and then report it lost to insurance for replacement, and that would cause the phone to not be unlocked.

Wo that means i can never unlock it becasue I can never have all the requirements? Which means I have to do it myself?
