Samsung Galaxy S4 won't send sms text.

I have a Android Samsung Galaxy S4 Active and  I cannot send a simple sms text to anyone. When I try to send just a plain text with no pictures to just one person, I get " message will be sent the next time mobile data is turned on" or mobile data must first be turned on to send message. Why? I have never had to do this before and shouldn't have to now. Any suggestions?

Mobile data must be on to send MMS. Are you including emojis?

I know that mobile data must be turned on to send an mms message or to multiple receipients, but i want to send a simple text - no emojis, pictures, drawings or even punctuations.
