Contact name not showing only number when someone calls. How do I fix it?

Here's what I've tried to do so far. It worked on 2 phones, but one I had to update to Android 9.0. Mainly its because it hasn't had update in awhile.
Go to Settings > Apps and find AT&T Call protect. Then go to Storage and Delete data and cache. Go back and force stop. Try calling your phone and see what happens. I have disabled Call protect altogether because it never worked
Is this issue new? If so, did anything change on your device since this experience started? Try resolving your experience by following these instructions to perform an alternate device reset.

In my Samsung J3 app, I have "AT&T Protect Plus" and "Call Protect", not "AT&T Call Protect".
What should I do?
Call Protect.This one
Not this one
Call Protect is the right one to disable and clear the cache and data. There was no AT&T Call Protect on my Galaxy j3 either.
