Samsung coupon offer or scam?

 My family already has DirecTV. On January 13th, we went to the local AT&T store switched over from Verizon to AT&T for three phones. We set up two phones On the new Apple iPhone and one Samsung seven edge. All phones are on unlimited data and set up same plan for all three. The reason we purchased the Samsung seven edge was so that we would qualify for your $500 coupon that was offered.  Although our credit is good rating we still had to put 30% down.  We have been waiting for our coupon only to receive a text message today (4 weeks later) stating we are not eligible. When I contacted AT&T customer service we were advised that  the Samsung seven edge was not on the "Next Plan". Never did anyone explain "Next plan" but all phones should be on the same plan. As requested by AT&T customer service I contacted the local store where we set up our phones.  We were advised that someone with  AT&T customer service, on January 16th, changed the plan for the eligible phone. We didn't authorize or even contact AT&T on January 16th. Of course, none of this makes sense and sounds like orc mischief to me.  I'm hoping that AT&T will honor their advertisement/coupon as this was not our mistake.

Thanks for including detailed information on what you did and the steps you took to get this resolved. You are correct regarding the offer; if you have DirecTV we will provide a $500 coupon towards any Samsung TV of your choice if you port your line and purchase any Samsung S7 on the Next plan. From the information you provided, it sounds like this is exactly what you did. However, the text message you received said you are not eligible. Can you provide more information on this?
