Problem unlocking device purchased outright from Samsung

I purchased a device outright from Samsung.com, no contract/financing, but when I submit the Unlock Request on att.com it says "We could not process your request since you did not buy the phone from us". Samsung can't unlock it obviously.  I have never activated it on AT&T's network, and just bought it 1 day ago.  What do I need to do to get AT&T to give me the unlock code?

To confirm, you never put an AT&T SIM into this device bought from Samsung, correct?

 

Was this device bought from Samsung already unlocked?

 

AT&T only unlocks AT&T-branded devices. If the device is not branded, then it may not be locked to any carrier.

 

Please check through our unlock eligibility requirements to confirm your new Samsung device meets these conditions.
