Hello. Can you help me,please? I bought phone Samsung galaxy express 3 in Delaware with your SIM card. I am now in Kazakhstan and Kazakhstani SIM cards do not work on this phone. What can I do?

I definitely apologize for that happening with the phone! Let’s take a look into this together and see what is going on!
When the phone was purchased through AT&T with the SIM card, was the phone used on the AT&T network? Did you have service on the device through a postpaid or prepaid account?
In order to now use the phone in both Kazakhstan and Kazakhstani, it will require submitting a device unlock request to remove the phone from the AT&T network. You can visit the AT&T Device Unlock Portal to begin the process.
