Phone won't make or receive calls
Hi, so phone won't make or receive calls but is fine with texts and internet and the rest of everything.
The bills paid
Not in airplane mode
Tried restarting
Tried airplane mode then deactivating
Removed Apps that could be fishy
Cleared my internet info
And finally just went and factory reset my phone.
And still will not make calls.
I've tried businesses and friends but just get the "can't connect" with beep beep beep beep.
My husband and kid s both have functioning phones. However my mother in law is having the same issue on her iPhone through atnt and I have a Samsung... so... what's going on? Just started yesterday.

We advise for you to get step by step help with our Device Support Tool specified for your device, to troubleshoot and fix any concerns that you're having with making and receiving phone calls. Just follow the prompts that pertain to what errors you're receiving.

I found a way to make and receive calls but no internet on a Samsung S9plus. Go to 1. Settings, 2. Connections, 3.Mobile Networks, 4. Access Point Names, 5. Select the ATT Netgenphone option (or try any other in the list) hope it kind of help in the meantime

Reset your network settings to refresh your connection. Resetting the network restores the default settings on the device. Be aware, Bluetooth pairing and Wi-Fi settings are deleted and will need to be re-added. You will not lose data like pictures, videos, or text.
Next, visit our AT&T Wireless Support website and select Get Suggestions. You'll be directed to the Fix an Issue section. From there you will click on Connection>Phone Calls. Then follow the prompts and you'll come across very helpful personalized solutions.
If you can receive a Wi-Fi connection, set up Wi-Fi Calling. Your phone uses Wi-Fi for calls and texts when cellular coverage isn’t available. This means that in a natural disaster or other emergency, your phone will work if it’s connected to a Wi-Fi network.

It ended up being my SIM card. Swapped it out VOLTE is doing what it's supposed to also had the sim card previsioned for att since I 6gave an unlocked phone!

So yesterday I went to ATT store. They said they had a lot of folks in for this due to 3G shutdown, but I still don't know what that has to do with me since my settings are LTE, 5G, and all others. Anyway, there were two others there at same time. They were able to fix theirs... but not mine. The other two were fixed by them "pushing and new activation burst" to their phone. Again, this did not work for me. So now I get to wait a week or so with my trouble ticket hoping they find a solution. Beyond that I am using What's App to make calls. I just cannot recieve for my business. That said, I expect to get some form of credit on my bill for every day that my phone cannot call since I am using my non-ATT wifi to do anything with my phone. Will update after day 7 or a solution arrives.

Is it an AT&T branded device or was it brought over from another carrier? If it was carrier unlocked, please check its service capabilities.
If your device is on the list of approved device's, you may need to replace your SIM card.

I have the same problem that I cannot make or receive calls, while my internet and text works fine. Very frustrating. I have a Microsoft Lumia 640XL LTE Windows Phone (a phone originally bought through AT&T Prepaid, immediately put on the plan, unlocked, and it's a beast of a phone that does everything I need efficiently). That is LTE as in 4G. Who would have expected that I would be running into problems when AT&T decided to kill off 3G.
I did not receive any communication about compatibility issues, and the representatives (incl. Tier 2) on the chat and on the phone have been absolutely useless in recognizing this issue, so they have not been able to resolve the issue. I wasted hours with this incompetent behavior.
While refreshing the network settings did solve the problem the first day, it only lasted for a few minutes, before the phone quit working again.
What's worse is that I cannot even set a forwarding number for the "In case I cannot be reached" setting, since this only can be done on the phone, and because of a 'Network Error' I cannot change it. There is no way to do it on the AT&T site. And the chat people cannot do it, and the phone support cannot do it either (they only could do it by forwarding my number to a family member on the plan, while I need to have it forwarded to my Google Voice number for now.
All in all, I am looking for a solution of this debacle. I need to get my phone working, or get a free replacement. And in the mean time, I need my mobile number forwarded to my Google Voice.

The only Microsoft phones that will work on at&t (because they have voice over LTE) is the MS Duo and Duo 2.
AT&T replacement phones are inexpensive pre Androids or refurbished old Samsung's. AT&T obligation and need to furnish you with a free phone ended on Tuesday. So good luck
