Phone stolen before activation.
I was given a phone from a friend that no longer used it because his employer gave him a new phone. It was his old work phone. I requested a network unlock code that was granted and sent to my email on Nov. 10. Before I was able to get any service on phone, it was stolen. I called police and have a report number. I called At&t to have phone blacklisted but was told couldn't do it because no phone number attached to phone therefore can't pull phone info. I have imei number. I would like to have imei blacklisted. Will At&t blacklist my phone with imei number and if not, who will? The phone is a Samsung Galaxy s5.

The guy who had it last, and did use it on his account can blacklist it.

If the police recognize the phone as mine, and I am able to use my name and email to request unlock code thru At&t and they approve my request and send the code and I have the imei number, why can't I report the phone stolen? It makes no sense that I can get everything else about phone thru At&t why I can't also report it stolen.

As far as any carrier is concerned the phone belonged to whom ever used the phone on their account originally..., the original purchaser can blacklist a phone as long as he has the IMEI
As you wrote, you never used it on your account, The phone was never registered to you. You cannot blacklist it.

I didn't get the opportunity to activate on account, it was stolen. Police were informed by previous owner that phone was mine. That is why I have police report. It is no longer tied to their account. I was able, thru At&t, using my email and name able to request unlock code. Is that information released to just anyone? Or is that reserved for the owner?

Anyone can request an unlock code for any phone. The request even has a spot to fill in for non customers.
