Phone cannot make or receive calls

I have an unlocked Samsung Galaxy S9+ that I bought already unlocked at Best Buy a few years ago.  I was able to receive a phone call last night, but today I can't make or receive calls. My internet, etc. work and I can send and receive texts but not calls. I called customer service from my work phone and she tried all she knew but nothing fixed it. I restarted multiple times, even tried safe mode, nothing changes.  I got a new sim card. The rep used my phone to make a call and it worked.  I got to the parking lot and tried to make calls but couldn't. I went back in the store and he said there's nothing else he can try. I spoke to another customer there who had an unlocked galaxy S10 doing the same and that he had to get a new phone.

@GLIMMERMAN76  or shall i say unlocked galaxy S10s?

they are blocking the IMEI on my S10 from accessing VOLTE. that's all i know. life is too short, i'm over it.

Exactly the problem came here to find a solution. I can receive incoming calls and text. When trying to call out, instantly states "call ended" LG phone bought from AA&T.  Help!

Man, T-Mobile gave me a free upgrade from my AT&T S10 to a brand new S22, literally for no extra charge!  I'm paying a little bit more per month now but I bumped it up to unlimited data because I was so happy.  Fast migration, this was so easy I should have done it a week ago rather than fight with AT&T support for the countless hours like I did.

Good luck all, but after this fiasco I don't see me ever going back to AT&T.

i think the VAST majority on this thread are much more tech savvy than you give them credit for. you know very well the problem is ATT is NOT provisioning ANY factory unlocked device for VOLTE. period.

yes, even the unlocked phones on the "whitelist". the whitelist itself is very disingenuous. it DOES NOT mean all those phones will work on VOLTE. it merely means ATT won't flat out block the IMEI from their network after 2/22/2022.

the end result is the same either way though. you will not be able to make calls on ATT once all the 3G towers are decommissioned.

i've talked to advanced tech support. they WILL NOT provision ANY PHONE not locked to ATT's network. can they? yes. will they? NO!

can you get it to work with Odin and flashing ATT firmware? i'm honestly not even sure. i don't think any software is going to bypass ATT from allowing VOLTE on affected phones IMEI's.

just witch carriers if you wanna keep your phone. it's literally the only solution.

now you can see ATT employees are slapping "accepted solution" on every one of these threads in an attempt to "sweep the issue under the rug".

Because I can tell you from first hand experience that its false.

I have plenty on unlocked phones working with ATT.  Heck people are flashing U1 software to brand new s22 devices because of the whole RCS mess between Samsung Google and ATT.

@GLIMMERMAN76 when i type *#*#4636#*#* into my keypad... VOLTE is grayed out and off. i've switched SIMs with my wife's ATT locked phone. my SIM and account get VOLTE on her phone.

there's no other explanation other than ATT is blocking my IMEI from provisioning VOLTE.

MAYBE, flashing android 12 with ATT bloatware might work... but how can it bypass ATT from not provisioning my IMEI for VOLTE?

BTW, there's a slim chance android 12 will get my phone on ATT VOLTE. but i think i'm thoroughly exhausted from this whole ordeal. time to switch carriers who don't treat factory unlocked phones like 3rd class citizens. i don't think T Mobile plays these kinda games with unlocked phones?

my phone is a G973U1. true,  i think the S22 "just works". ATT is definitely playing games with unlocked S10s though.

My biggest problem is your false statement of they are not provisioning ANY...  What ever problem you have its account based and not a problem with the phone.  What info would be helpful is prepaid or postpaid.

i'm on an unlimited family plan.

okay fine then... the unlocked S22 is supported. not sure about unlocked S20 and S21. they are DEFINITELY playing games with unlocked S10s. MAYBE flashing android 12 with ATT's bloatware would do the trick, but i've already wasted enough time with this circle jerk. i gotta leave to save my sanity. LOL!

Guys - FYI: I have an S10 5G (SM-G977U).  Unlocked phone I bought from Swappa. The phone is an AT&T phone as far as I can tell - the swappa item description said it was, and it flashes the AT&T logo every time I reboot.

This phone is updated to Android 12 (so if you're hoping this will fix your issues, don't hold your breath).

I did the *#*#4636#*#* thing (thanks for the code!!).  "VoLTE Provisioned" IS enabled, but grayed out.  See screen cap below.

Critically, I AM able to make phone calls, but only temporarily.  Suddenly, without warning, it stops working for incoming/outgoing phone calls. Yesterday it happened sometime between 5:30pm and 9:50pm... I only noticed when I tried to check my voicemail.  This has been happening for months.

What happens to me (with VoLTE enabled but grayed out) is that when I try to make a call, my call is re-directed to AT&T customer service (not a regular one - this one is focused only on 5G network switch and related phone upgrades).  They "apologize" and guarantee that they'll take care of me.

They state that the system detected the phone as 'incompatible' and offer me a new compatible phone.  When I say that the phone is compatible, as per their list, and that I have had this same conversation 5+ times with them already, they check the model number or IMEI (depending on the rep).  They verify that the model number is on the compatibility list, but that the IMEI indicates it's "not an AT&T phone" (whatever that means).

While arguing about how perfect the system is in detecting the phones correctly, they apply what the rep calls a "remedy" - thissomehow magically enables the phone calls on my "incompatible non-AT&T" phone... temporarily.  Invariably, this breaks again in a few days, and I will have to have another groundhog day conversation with the reps.  Several times they promised that after the network switch (2/22/2022) this won't happen again... but it still does.

I wanted to share this with you, so you'd know that even if you get the VoLTE somehow enabled, the nightmare might continue.

So, if someone here can help me get this phone working permanently, that would be awesome.

If not, I'd be happy if AT&T offered a comparable phone for free in exchange for this "non-AT&T phone".  I'd be happy to send this one to them, so they can do their IMEI provisioning tricks and then ideally offer this (now-fixed) phone to someone else, or sell as a used phone or whatever.  (They offered me an S10e for "free" - that's not a comparable phone in my mind.)

Also, I filed an FCC complaint, and encourage all of you to do the same if you're suffering from this.  AT&T right now has the BYOD page up, indicating that you can bring your own phone to the network, as long as it's 'compatible' (that's the list we've all been staring at).  They don't seem to honor that policy right now, so I think it's fair to file a complaint with FCC.  Maybe with Consumer Protection Agency, as blocking unlocked, compatible phones purchased elsewhere is anti-competitive.  I'm thinking of filing a complain with my state attorney general as well.

@hyvonen that is super weird! i think it's OK that you can not manually turn VOLTE, etc, on and off, as long as it's provisioned ON by ATT. so what's happening? are those toggles being magically turned OFF by ATT at some point... then it stops making calls?

next time it does it, see what that screen says again. is all that stuff still on? or does ATT have to "reset" it again?

hey, i'd take a free 10E! i called advanced tech support one last time today. they SAID they'd give me a comparable free phone to my S10 and have it delivered to my nearest ATT store. then they sent me on a merry go round of 4 sales reps on the phone. each one having NO IDEA what i was calling about. anyway. that was all a lie. they said take the radiant core phone, trade my S10 in for a "free" S22 (aka NOT FREE) or s*ck it... after over 21 years with ATT too.

i'll walk down the street to T Mobile tomorrow. too worn out to deal with it today.

i think you have a chance to figure this out though as your VOLTE is provisioned as ON. they REFUSE to provision VOLTE on my phone even though it was on their whitelist and an ATT rep literally reviewed the listing for my phone before i bought it and told me to buy it.

whatever, i'm done with ATT forever. there's a chance the seller will take my S10 back, but do i really wanna stay with ATT after all this cr@p? you just KNOW they will decide to kick any phone not bought through them as ATT locked whenever they d@mn well feel like it.

i don't think T Mobile screws around with unlocked BYOD customers like ATT does. i'll let y'all know how it goes tomorrow!

if they put an active T Mobile SIM in my S10 and i can make a call on 4G and i can see VOLTE is provisioned ON via that keypad code, they will get my business from now on.
