Phone cannot make or receive calls

I have an unlocked Samsung Galaxy S9+ that I bought already unlocked at Best Buy a few years ago.  I was able to receive a phone call last night, but today I can't make or receive calls. My internet, etc. work and I can send and receive texts but not calls. I called customer service from my work phone and she tried all she knew but nothing fixed it. I restarted multiple times, even tried safe mode, nothing changes.  I got a new sim card. The rep used my phone to make a call and it worked.  I got to the parking lot and tried to make calls but couldn't. I went back in the store and he said there's nothing else he can try. I spoke to another customer there who had an unlocked galaxy S10 doing the same and that he had to get a new phone.

Those codes didn't do anything on my Galaxy S10 (SM-G973U).

Thanks for trying @mengy. Then it looks like we're gonna have to reflash with Odin.

@BSMill Sorry if this is late for you, but you stated you've got a Note 9 with model: SM-N960F/DS.  That is not on the whitelist and is in fact the international model denoted by the 'F'.  It has an Exynos processor and you should NOT do any type of flashing with any US firmware.

I'm sorry to say, but you are out of luck with your particular phone with ATT.

Input it's IMEI in Tmobile and Verizon's websites to see if you can use it there, if you want to continue using the phone.

I'm wondering if hd voice (enhanced lte) was NEVER on any S10... Including ones bought via att. Wouldn't that just be super hilarious? 🙄

@Mengy Can you try the following?

1. Dial    *#*#4636#*#* (if nothing pops up, repeat a few more times until something does)

2. Select "Phone Information"

3.  Scroll until you see a faded "VoLTE Provision"  is it off on the left or switched to the right (on)?

If you see that it's switched on to the right, we can move forward.  If not, then I'm sorry.

This is what I get. oddly enough, my wifi calling does work. So this basically means it's there, but att won't "flip the switch"?

So the 'VoLTE Provisioned' status is off, meaning you'd need ATT to have VoLTE provisioned for you on your sim (I'm not sure if they can actually do that or not).

You have an ATT Samsung Galaxy s10 (G973u)?  Are you still on Android 11?

So, my unlocked S20 came in and still call anybody but I can call over wifi.. Yeah that's going be great if I've stuck on the side of the road somewhere. lol

Weird thing is, when I was setting up the phone, there was a bunch of ATT options that came up telling me this has ATT stuff on it so I was getting excited it might work but it doesn't and it's still using android 11. Makes no sense what so ever.

I'm still going to switch to T-mobile, this is beyond ridiculous. Instead of sending out these free phones that are worth $50. They could have at least sent some newer Samsung phones. After all the money I gave them for 20+ years. They can afford it.

Please be advised, since your device is unlocked and not an AT&T branded device, then you won't be able to update the AT&T software. Your device will only operate with the ATT Bloatware system.

@whetherdust appreciate the callout... That's where I was landing after exhausting my research, appreciate the confirmation. I'm waiting on a US Fold 3 to arrive, if that has issues, it's off to another carrier for me. Good thing I changed my mind about the Global DS version, I suspect that would have more issues regardless of carrier... Would like BYOD to be a little less restrictive...

Oh nice, the z Fold.  The US Samsung Z Fold3 (SM-F926U1) would be less restrictive as in, if it doesn't freaking work with ATT service you can easily use it with the other providers  :)

Looks like some users with U1 unlocked us phones are having problems, but I have one S21 on hand that is doing fine.  I set up a U1 S22 and A52  for  family members and they haven't complained to me yet.

@whetherdust Yep I've checked the info by going into the *#*#4636#*#* menu, and unfortunately VoLTE is switched off and greyed out so I can't turn it on myself:

I'm pretty sure this is the crux of the problem, VoLTE is off and AT&T's software won't allow it to be turned on.  If we (or AT&T?) can figure some way to enable VoLTE on these phones then many of us would have working phones again...
And yes I do have Android 12 installed via the natural "Check for Updates" in the phone's software menu.  It didn't help, I still don't have a manual way to enable VoLTE.

I just created a new post with my story on a Samsung S8+ doing the same thing on March 4, 2022.

Isn’t there a way to make a formal complaint against this behavior.  

A carrier has oversight by the FCC and formal complaints about this should be in order.  Perhaps social media blasting would get some attention.

You would think with T-Mobile blowing out their 5G network, that AT&T would want to retain their customer base.

@whetherdust oddly, can't edit my comment. I'll try again tomorrow. The imei is interesting. How can an unlocked U1 have an imei that belongs to any one carrier?

Even if it was used before, it's still a factory unlocked phone.
