Phone Blacklisted?
I purchase a Galaxy note 9 From eBay From a supposedly reputable Seller and when I entered my SIM card it would not function perfectly so I checked the IMEI number and it is been blacklisted. EBay refunded my money but I'm wondering if there is a way that I can return the phone to its rightful owner or purchase it from AT&T

no you wont be able to purchase it and they wont give you any information about the previous owner. best bet is to turn it into the police
