Owner is unable to unblock lost phone that was found.

I purchased an S9 from a co-worker. When he called AT&T, they said he could not get the phone unblocked as he had previously reported it lost.

I think it has less to do with him reporting it lost, and more than him probably having it replaced through insurance.

When you use Insurance to replace a lost or stolen phone, the lost or stolen phone becomes property of Asurion. Asurion will Blacklist the device and it stays that way.
Get your money back and return the phone
