Old samsung tab 3

I received 6 old galaxy tab 3 devices that were previously used in my company's fleet cars years ago. Am able to factory reset devices, but can't access the internet. Have an unlock code from att but can't enter it, am trying to install a single app to use over wifi only. How do I remove att and the restrictions from device?

Good evening @Hooch_fl, it's important to us that your devices are activated quickly, and we're here to help!

Could you provide some details of what happens when you try to enter the unlock code?

If the device is locked to AT&T, you will need to submit a request through our Device Unlock Portal.

It will be helpful to make sure our other unlock requirements are met as well:

The device must be designed for use on, and locked to, the AT&T wireless network.
A device bought at full price must wait 60 days from that purchase date to be eligible to unlock (Prepaid requires 6 months of service & Postpaid is 60 days from the date of purchase if paid in full)
It must not be reported lost or stolen.
It’s not associated with fraudulent activity.
All the device’s service commitments and installment plans are completed, and all early termination fees are paid in full.
The device is not currently active on a different AT&T customer’s account.
If you performed an early upgrade, you must wait the 14-day buyer’s remorse period before you can request to unlock your previous device.
