Note 9 Security Patch

I have a new Note 9 that is unlocked and I am on AT&T network. Phone says it has a security patch with a November 2019 date and it is running Android 9. When I go to settings and try to update the software it says phone is up to date. Phone is new, so storage is not an issue, it was fully charged and cache cleared. I have also tried Smart Switch, factory reset. Nothing works. According to AT&T (https://www.att.com/device-support/article/wireless/KM1278532/Samsung/SamsungN960U) the latest update is May 22, 2020. Prior to this this is what they show

So if there have been 4 patches/updates since November how come my phone is stuck?

Please know that in order to receive all current software updates, the device must be AT&T-branded and is active on the AT&T network.

 

If you have an unlocked device, it is best recommended to contact the device brand manufacturer for additional troubleshooting on firmware updates.
