Note 3 Update issue - Unable to open, edit, & delete apps and widgets

Since the latest update I have not been able to edit/delete apps, or edit my widgets. I keep getting the same error  ( unfortunatly, Touchwiz home has stopped.)

 

Some troubleshooting steps I have taken but no results:

Power down unit reboot using home/volume up, and power to clear cache and reboot.

also, restart phone is safe mode, only to get the same result. Need assistance, otherwise I will have to root. So i wont have to do an update again at someone elses convienance.

 

Need help / solution please.

If it is doing it in safe mode also, only thing else I can recommend is to backup with Samsung Kies, then do factory reset.  If still having issue, then maybe it is an issue that Samsung is looking into.

As I began to get impatient, I restarted the phone in its reboot cycle, wiped/factory reset and had to reinstall everything  that was backed up to google account.I did not see any other option as to fixing the issue. This seemed to fix the issue but once the phone was operating, i had to wait for all apps to load up to device one by one, so I could customize my home page.
