No outdialing but texting works

I purchased a "new in box" AT&T locked Samsung Note 10+ 5G. I updated its software, set the APN for Consumer Cellular with a rep instructing me on phone, and phone only texts, mo outgoing or incoming calls. Checked the IMEI number which appears to be clean but something is blocking calls. I have turned off wireless and powered off phone between software settings and APN entry and turned wireless back on after powering up and nothing works and Consumer Cell has no further suggestions. I also replaced SIM card and repeated all steps above

I fixed it!  I reset Network Connection and a APN settings for ATT Nextgenphone popped up.  My prior setting for ereseller had disappeared. I added the APN settings for Consumer Cellular again which is the "ereseller" APN settings.  Once I saved the ereseller settings, removed wireless connection, shut down phone then started up and turned wireless back on it was fixed!!! Yay!  Now why couldnt Consumer Cellular think of that?  Would've saved me 5 hours on my weekend.
