No able to unlock my device

Even though I paid my phone in full. I checke the installment plan it says contract fulfilled. But when I try to put in a request to unlock device it says pay off your installment plan. I need to unlock my device ASAP. As I am in a different country and I need my phone badly.

Contact AT&T customer service. If they can't push through the unlock, file an FCC complaint and someone higher up at AT&T will contact you for a resolution.
