My Unlock Code Say it is "0"

I sent in an unlock request for a paid-off AT&T Galaxy S20 5G and the response back stated the unlock code is 0. I tried it yesterday and today.

Your unlock code: 0

Is there anyone that can help me get the code?

Can you confirm you have met all of the requirements for your unlock?

Where did you purchase your device?

@ATTHelp hi there yes I did meet all requirements. I confirmed with an AT&T representative on the phone before I actually got the phone that the IMEIE is clean, paid off and not active on any other network. It was an AT&T phone that was unopened. I submitted the request three times and now it says I have to wait 30 days. All 3 times, I got the code as 0. When I went to the online chat it stated that I had to do the Unlock Request online and that a representative could not help. How else can I do this, the phone lines are so busy I could never get through.
