MMS over wifi
With my old phone (IPhone 13 pro) I could send videos 3+ minutes in length. I just got a Samsung S22 ultra a couple days ago and I can't even send a 16 second video over wifi. I talk to Samsung yesterday and they said this is ATT so I need to know why you are not allow Samsung phones to send videos over a WiFi connection

That probably means the videos you sent from your iPhone were not MMS. MMS has a restriction on how big the multimedia file can be regardless of whether sent over cellular or WiFi calling. An iMessage does not have that restriction.

You must have WiFi calling activated and connected in order to send MMS messages over WiFi. Are you sure the videos you sent from the iPhone were MMS and not iMessages?

I was assuning it was the same way because I tried sending video on Samsung the same way I do my iPhone. Thank you I will try that now!

It gave me the same too large to send error with WiFi calling enabled

Oh I see thank you so much! Is there a way to send it through the message program or do I have to use a 3rd party program like messenger?
