Does it boot with an AT&T boot screen? Where did you purchase it?
How do you know the phone is locked?
And what phone is it that you purchased, you posted under Samsung but Samsung makes a lot of different phones

I asked four questions and you Cherry picked 2 to answer. The first question, does it boot with AT&T boot screen? I gather is a yes. And as @GLIMMERMAN76 wrote, Walmart sells carrier locked phones.
