I'm having trouble unlocking a used Samsung Galaxy S9.

I bought a Samsung Galaxy S9 off of eBay used, it is locked to AT&T and i do not use AT&T. I submitted the unlock request but didn't accept the email in time, i tried requesting again but it says that there is already a request in progress. How do I request another email to confirm it

You don’t. You either wait for the existing request to time out so you can submit another one (which can take weeks) or you call and try to get someone to either terminate or manually process that request.
