I pay my phone bill but the account is not in my name so when we fight he shuts my phone off. How can I stop this

If the bill is in his name, that’s a problem.  It’s irrelevant that YOU pay all or part of the bill.

The only way to have TOTAL control without him is to open an account in your name and your name only.  Prepaid is probably the fastest and easiest way to go.  Even if you have to get a new number, that’s a small price to pay to have autonomy over the situation.  

I don't want to come off sounding like Dear Abby, but it sounds like you have a bigger problem to deal with. 

Agreed but one of the earliest signs of abuse is isolation and taking away the victim’s cellphone or shutting off their service is a prime example of control.
