I have been trying for months to unlock my paid off at&t phone but at&t can't figure out how

I purchased a phone from at&t a few years ago and it's been paid off for over a year, (i didnt Get a replacement phone from assurant about six months ago, I know usually i have to wait six weeks tell lock the phone once you replace your phone. So I waited the six weeks and then ) I called at&t to unlock it because I moved out of the country, AT&T say my phone is eligible and they should be able to unlock it. But they cannot figure out how. Every time time I call they open another ticket and they put the supervisor on the phone and they tell me I will get an email. I didn't get anything (I once got an email congratulations here is your phone unlock code, but there was no code) I Extremely exhausted spending days and hours on hours speaking with them every night.  I told them that at this point that you probably sent me a new phone unlocked. But they told me they cannot do that. Anyone have any ideas please please?

Well I just spoke with at&t again for the past 5 hours. Bottom line is they say they can't figure out how to unlock my phone. And the said o well I can consider my phone garage, and they are really sorry..   unfortunately I am burned out trying (it tool over my nights for month's)
