How can a NON CUSTOMER talk to customer service?

I need to talk to ATT about their branded phone but since I'm not a customer I get the run around. I need to unlock this phone, it was never on an installment plan but when I go to the unlock page it tells me there are installments still owed?

I'm using an ATT Galaxy S9 SMG960U

You can't.
Did you request the unlock through the automated portal as a non-customer?
With what result? (denied)
Where did you buy the phone?
Used?
AT&T is only responsible to the original purchaser of a phone. They are also going to hold that original purchaser responsible for any debt in the form of unpaid installments or a defaulted service account. If the original owner of a phone fails to pay off their account and phones, AT&T may never unlock any related devices even if the phone itself was paid off at the time of default.
Unless the person who gave or sold you this phone is willing to pay off their debt to AT&T, you can never unlock the phone. It's need to be returned the phone and get your money back
