galaxy s4 active - did not confirm request - device unlock error

have screenshots if needed

 

have confirmed with phone support that device is not attached to an account and I meet all requirements. I recieve confirmation email and click link and page says confirmed but 48 hrs later get request cancelled email because I "did not confirm" tired of the run around. please help me with this bull spit
