Error: We found no record of the IMEI Number you entered.

I am attempting to request an unlock code for my AT&T Samsung Focus 2 which is paid off and no longer being used (2 weeks ago I bought a new AT&T HTC One phone). When I enter my IMEI number to request the unlock code from AT&T, I get "Error: We found no record of the IMEI Number you entered." I contacted AT&T technical support via online chat but they were unable to help me. This phone has been paid off for a long time. I need to get it unlocked asap. Thanks.
