Denied unlock request due to 6 month active account rationale (on phone account that's been paid off for 18 months)

Phone is a Samsung Galaxy S8+ that was purchased in April 2017 but was replaced through an Asurion claim in summer of 2019. I've submitted multiple requests online and via chat box with ATT and no resolution. They are denying due to not having the phone for >6 months on a pre-paid plan even though this is not a prepaid account?

It sounds like the phone was registered on prepaid, perhaps before you had it. 

You can submit an FCC complaints online, it's free, and the complaint is forwarded to AT&T upper management, they may be willing to take a better look at your problem and unlock the phone. It might take less time to go through the advanced tech support department, by calling AT&T 3. Advanced tech support can look at the full history of the phone, but as a replacement device its history is not the same as your history with your original phone.
