Can't activate my new device

Trying to activate my phone (new service and device from at&t, ported # over from verizon) and although my 2 other lines worked, mine did not. I was able to transfer data, so am ready to go, but no luck. VERY FRUSTRATED. Not sure if I need a sim card that was not included in my order, or not. Seems that since I purchased a phone from AT&T, I should not need a sim card.
