ATT Unlock request not working even after 6 months of upgrade

I have preordered Samsung Galaxy s8 + and using it since last 6 months. I was using Samsung Note 4 before the upgrade. I tried to go the ATT unlock portal and tried to unlock my older Galaxy Note 4 several times. Every time it says as following.

"This device isn't eligible to be unlocked now because it's recently been upgraded. 
You can submit a new request 14 days after the last upgrade."

It has been already 6 months since I upgraded to new device and still I am not able to unlock my old phone.

Thanks for reaching out with this unlock concern!  Sometimes the unlock portal can generate an alert like this in error, and I would like to help in getting it cleared up.  Let’s get started!


When you submitted the request, did you include all the account details which pertained to the Note 4 while it was active?  I have seen cases where a different phone number can cause this effect.


Another thing I always advise is seeing if anyone else on your account might have completed an upgrade recently.  Activity like this can affect the system when it runs the queries for unlock.
