ATT phone unlock request

Hi, I have taken a new ATT post-paid account but did not like it due to high charges. I am already on lowest plan so their is no option to reduce the charges further so I decided to pay for my device which is on installment plan and terminate the ATT services. When I try to use unlock feature, it says that for unlocking - "You've had active AT&T service for at least 60 days.". Does it mean that I have stay on ATT for 2 months although I pay for full for device which is very absurd. 

I am already ready to pay for device in full then why ATT is keeping me locked for extra 2 months. As usual poor customer care is not very helpful and not giving any clear answer. They all are giving unclear answer with no clarity. Any help in this regard would be very helpful.

You are required to have service for 60 days uninterrupted before you are eligible to unlock the phone
