At&t can not seem to unlock my paid off phones

I spent 3 hours on a chat last Thursday to get my phones unlocked. After trying on my own a dozen times or so thru the automated option.  My phones were paid off over a month ago but the automated option shows they are not, and Advanced Technical Support seems unable to get them unlocked. So a claim was sent for both and I was told to wait 3-4 days for them to be unlocked.  I have received nothing but a text saying they will be unlocked in 24 to 48 hours and that was 96 hours ago.  What can I do next?

AT&T's unlock portal not only checks to see if the phone is paid off but if the account is paid up to date.  Essentially all financial obligations must be up to date.  

So make sure your bill is current, and once that's taken care of if you still cannot unlock through the portal file an FCC complaint. FCC complaint doesn't actually do anything other than forward the complaint back to AT&T upper Management and someone will call you.
