Call AT&T or go to one of their stores (well, maybe wait for this COVID thing to pass before trying that) and ask them about it. This is just a user to user forum. We can't access your account.

fyi, you already have a plan. you are wanting to add a line to existing account AND plan.
You can do so online, advised, as wait times on hold are long and many stores are closed.
