Prepaid data plan vs post paid data plan

We recently switched from post paid to prepaid and noticed a degradation (cutting out) and throttling (slow). Is this normal? Given we were no where near the data limit, this seems surprising and annoying.

Whether or not it is normal depends on your location and how congested the network is. Prepaid definitely gets a lower priority than postpaid. Prepaid also has access to fewer towers than postpaid.

There are even some areas where prepaid has no coverage at all. Postpaid roams on other service providers

The slowness could be due to congestion, and depending on the prepaid plan could be deprioritized from the first used data in the month.

I'm not sure about voice cutting out, but could be related.

Fewer roaming options generally don't come into play unless you are in an area that ATT doesn't have native support.  You generally won't roam in a market ATT supports.

 We are in a rural community and don't have internet access except for using a hotspot.  We use ATT prepaid but are not satisfied.  Data runs out too quickly and we are told by our local small ATT affiliated store we have no other option with them.  Is it possible to have unlimited data with a hotspot?

NOt likely.  AT&T may offer fixed wireless with a higher cap, but there is no unlimited offer for dedicated hotspots.  

Look into satellite. 

Or Verizon or t-mo which offer wireless home internet
