No Personal Hot Spot On iPhone SE
I have a iphone 12 with a standard plan with at/t that under settings shows airplane mode, wifi, bluetooth, cellular and personal hotspot. On my iphone SE under my pay as you go plan personal hotspot is omitted. How come i do not have personal hotspot on the latter?

You seem to be indicating you have a pay per use plan which is either $2 per day if you use service or $0.35 per minute for calls. That plan has no data and no hotspot capability, also no Wi-Fi calling. Use of hotspot requires a data plan.
I am assuming what you're referring to as a "standard plan" is actually a postpaid unlimited starter plan.
The unlimited starter plan includes three gigabytes of Hotspot data. If you need more, upgrade your plan. Extra has a base price of $75 it includes 15 GB of hotspot. The Premium plan includes 50 gigabytes of hotspot.

What do you mean by “standard plan”? What plan do you have? Not having hotspot likely means your plan doesn’t support hotspot. Not all prepaid plans include hotspot.

my standard plan does have a hot spot. I pay about $80 and get all the bells and whistles. that is not the issue, as that plan does give me a hot spot. my question asks why do i not have a hot spot [as i delineated] with my pay as you go plan.

There is no $80 so I presume you have the $75 unlimited plus plan and taxes raise the price to $80. Yes, that plan should include some hotspot data, I think 10GB. If that is your plan, I do not know why hotspot is missing from your iPhone. Are you looking in the right place? What version of iOS does that phone have? What do you mean by “under my pay as you go plan”? It should be in the same place on the se as on the 12, under settings/personal hotspot.

Most of our current AT&T Prepaid plans have the mobile hotspot feature. You'll have to turn your phone into a hotspot and use your plan's data allotment. Learn how to set up your mobile hotspot including checking your plan to see if it includes mobile hotspot use.
Only our wireless plans (AT&T Unlimited Premium & Unlimited Extra Plans) have hotspot data included alongside having unlimited data. 50GB & 15GB Hotspot data respectively per line per month.
For the AT&T Prepaid Unlimited Plan $50/month with Autopay, you'll have to get the mobile hotspot add-on. Learn how to get/change your add-ons to manage your AT&T Prepaid add-ons.

Perhaps I have not made myself clear.
On my iPhone 12 with a standard plan {about $80 a month} I do have a personal hotspot. Sadly, it only offers 3gb a month, which is not enough for upgrades on my Tesla.
On my iPhone SE I pay nothing a month for my pay as you go plan. In settings there is not a personal hotspot option as there is on the iPhone 12.
Both phones have the latest software.

You should also be warned that those pay per use plans no longer exist. Those plans were terminated in January and you cannot get them back If you switch off that pay per use plan to a monthly plan
