I live in Canada but travel to the US a lot.
I need a sim card that charges very little for fixed fee and have a decent rate per use plan for both calls and data, so that I can be charged minimum if I go back to Canada but can still have this number active. It needs to be able to receive and send calls in and outside of the US. I have Canada home plan that covers Canada data so for this new card, data need is only for the short times in the US. I go to the US every 2-3 months.

ATT prepaid is not for you, you’ll have to look elsewhere. Pay per use plans were discontinued, your only choice is monthly plans and the cheapest plan that includes Canada usage is $40/month.

Or the $300 one-year plan which averages out to about $25 a month
But The $300 buys you 360 days of uninterrupted service in the USA and Canada and Mexico.
