Activate an AT&T prepaid plan from Canada?

My country of residency is Canada. I am interested in finding our if I can actually activate a new AT&T prepaid plan before departing for the USA. AT&T claims I can use their prepaid plan while in Canada (Mexico) but don't say that I can activate a new plan from there.

You can activate the sim card and get a number assigned, but whether you can login to your account and select/pay for a plan, I'm not sure. Prepaid users generally can not login to their prepaid accounts from outside the US but not sure if that includes Canada or not.

Thank you - that makes sense to me. It saves me the hassle of trying to activate a new prepaid plan while enroute to our USA destination, and I am assuming it will actually work in Canada while driving towards the border. You got to love AT&T. None of the other big league prepaid plan providers offer this option, as far as I could determine. Nice.
