If it was never activated, it can still be activated. If it was activated and then deactivated, it can not be reactivated.

Again, was it ever activated? If it was then yes, you need a new sim.

Yes! it was an active phone for travel purposes but was deactivated because of 2020 lockdowns ... Thanks for the information
