Unlocking Iphone 6S

I would like to have my iphone unlocked. Using the online tool doesn't work. It says the device must be paid off. The device has been paid off for well over a year when I had ATT post paid service. Please help.

Can you verify you qualify on every aspect for unlocking a device?

Did you get the error of needing the device to be paid off after you completed a device unlock request?

I should qualify for unlocking and i did get an error about needing to have the device paid off. The phone was puchased in 2016 with a ATT paymentplan, there was one insurance clain where the device was replaced. the device has been paid of for some time now and i have switched to att prepaid.
