Unlock Netgear Nighthawk MR1100 Hotspot

I need to unlock my Netgear Nighthawk LTE hotspot. I have moved to a place where ATT service is very spotty and I need to switch to another provider. I purchased this hotspot from Best Buy. The web-based unlock service will not allow me to proceed because it says it hasn't been in service for 6 months. I own the hotspot and just need some help.

We'll need some more details in order for us to better assist you:

Have you already reviewed all of our Unlock eligibility requirements listed at the link provided, to make sure that your wireless device is eligible for unlock?
Also, how long has your wireless device been active on your AT&T PREPAID account?

If an ATT mr1100 device was bought at Best Buy and never used on ATT Prepaid then it can never be unlocked?
