Sony Android Phone not ringing for one number but showing missed

I have a Sony Android running Android 9. There are not blocked numbers, no barred numbers and no call forwarding. Google voice is forwarded to the number but the person is calling my cell number. I have reset phone and disable call forwarding and call barring but still does not allow this one number to go through. The number is my spouse's and we are both on ATT pre-paid. for the 25$ plan paying a lump some every year. 

Please help since i can't miss calls from my spouse because we have small kids.
