No voicemail notification on iPhone 7

I have tried to set up visual voicemail on multiple iPhone 7's on my prepaid AT&T account with no luck. My wife and I both have the same AT&T prepaid account and visual voicemail works fine on her iPhone SE but not my iPhone 7. It's not just that visual voicemail is not working, I also do not get any notifications at all when someone leaves a voicemail on my phone #. Since registering with AT&T I have used two iPhone 7s, including a brand new replacement from Apple.

I have taken my phones to several AT&T retail stores and they claim it's an Apple software problem. I took the phone to Apple and they claim it's an AT&T network problem. It's very frustrating that the only way to check my voicemail is by calling my own phone #, typing in the password and bypassing the greeting to see if there are any audio voicemails.

Does anyone have any ideas on how to activate voicemail?

Thanks for the automated response. First off, I have followed the step by step guide to setting up Visual Voicemail several times with no luck. Your employees in AT&T retail stores have also followed this guide to try and set up the feature, but no one has been able to do so. I've also followed your Troubleshooting Guide and it suggests contacting AT&T customer support, which I have tried with no luck. 

The audio portion of my voicemail is working fine. However if someone leaves a message, the notification icon does not show up on my phone and I do not receive the Visual Voicemail message either. 

I wonder if the issue is that my AT&T account has not been activated on your network to allow visual voicemail?

Hello @mtbr360

Thanks for letting us know the steps you have taken to date.

My colleague, Sean offered you our Troubleshoot & Resolve tool (TS&R). When you sign in we automatically run tests to check your account provisioning.

Are you connected to Wi-Fi while you are experiencing the issue? If so, enable Wi-Fi Calling to use Visual Voicemail. Visual Voicemail does not work on Wi-Fi, unless Wi-Fi Calling is enabled.

Please enable Wi-Fi Calling, and sign in to TS&R to check your provisioning. If you still find the problem persisting please post back for additional support. Thank you.

The lack of visual voicemail occurs regardless of whether or not I am connected to wi-fi. How do I login to TS&R  provisioning?  When I try to enable wi-fi calling on my iphone, I receive the following error message:

I too have this same problem. I bought an ATT Iphone 7 at Walmart in August 2020. Paid full retail price of $399 and own it outright. The voicemail alert has NEVER worked since the day I bought it. Spent countless hours on the phone with ATT and Apple, Apple says its an ATT network problem. ATT cannot fix it and seems to have no interest in doing so. I then tried to take this phone that I own outright to TMobile, but ATT will not unlock it because I haven't used it on their network for 6 months, I've only used it for 2 months. I need voicemail alerts on my phone. So now essentially, I have a phone that will not work properly due to ATT's lack of concern and negligence, nor will they unlock it so I can used my phone on a network that actually functions properly. I am not going to spend another $400 to buy a phone I already have just so it will work on a different carrier. ATT needs to fix this WELL KNOWN ISSUE or unlock my phone so I can use it somewhere where it will work. I own this phone, I paid for it in full, I should be able to use it where I want!!!!
