Busy Signal in dialing a Cell Phone

Most recently, I have experienced a flaw with my ATT Prepaid Cell Phone. I am using an LG Phoenix Plus Android Phone, and when any member of my family calls me on my Cell Phone from a regular phone (or a Landline phone) they indicated that it goes to a busy signal. Then on several occasions, a Cell Phone Number calls me on my Cell Phone, and I'm able to hear dial tones and the phone rings normally. 

 

My question is what is the real problem in dealing with this? And what is a viable solution in making sure that all regular phone calls go in without any problems to a cell phone? Does my SIM Card need an update? Or is the phone I'm using is close to being discontinued in order to purchase a new Prepaid Phone? Or is the Landline phone have to be upgraded? I haven't blocked any important numbers on my Cell Phone and it had a few updates but not very critical. 

 

Please advise.

When exactly did this begin? Have you recently updated your device software? Are you able to make calls & send/receive text messages without any issues? Just to pass along an update regarding the dilemma of my LG Phoenix Plus Prepaid Phone. This has been happening for a few weeks I would say about late April. Most recenlty I have tried to reset the phone with its features of Network to see if the problem had been solved. Unfortunately, the problem of trying to call the cellphone from a landline did not solve the issue regarding the busy signal. However, I was able to receive text messages as well as sending text messages in general. 

 

Until today, I attempted to power down my cell phone and removed the sim card and insert it into another LG phone, the LG K20 and I powered up that phone to do a test. And that test was to see if I can dial my cell number by using a landline like before. When I tried it, I was able to hear a dial tone, and the landline phone number appeared on the device. It worked.

 

So with that being said, does this mean that my current phone, the LG Phoenix Plus which is a AT&T Prepaid Cell Phone, is a discontinued phone? Will I have to upgrade to a new phone regarding this example? Just looking for an idea and suggestion.

I try calling my cell phone number from my cell phone and it now rings busy.  What does this mean??  I can call my voicemail from another number to check messages, but it will not allow me to do this on my mobile phone.  This has only been acting up the last couple of days.  Is there some sort of setting which is not allowing me to check my messages??
